I noticed when I went into wireframe mode that the circular base of the lamp was also turning when I was rotating the lowest bone. I am thinking that I should undo the parenting for the bone to the base of the lamp. After all, the lamp base should stay still as the stem is allowed to rotate, right?

yes, but if your base is symmetric (round), it would be not seen.
A more advanced solution would be to introduce an EMPTY.
This empty is the base of everything.
The parent of the base and the parent of the first bone.
If you manipulate the empty everything is included.
But id you manipilate the first bone, the base is undisturbed.

I’ll give that a try so the base doesn’t move with the first bone. I was going to add some dents and scratches to the base and didn’t want them to rotate when the first bone is turning.
