Is “Complete C# Unity Game Developer 3D” course compatible with Unity 2018.3.3 ??

Yes, it is. However, many students use Unity 2019 or even 2020 to follow the course. Feel free to use the latest stable version of Unity.
The only big difference between Unity 2018.2 and newer Unity versions is the prefab system. In 2018.3, a new prefab system was implemented in the game engine. It’s much easier to use now, so some of the videos on prefabs are not up tp date. If you need help with the content of the course, don’t hesitate to ask here in the Q&A section.
