Unfortunately, I don’t see a merge distance function on the left panel. I can use an option “remove doubles”, but can’t change a merge distance. I use Blender v2.78.

Click remove double, and then the merge distance appears. However, you may need to scroll up in that bottom-most panel on the tool panel, for reasons unknown!

Thats correct because this is for blender 2.8, if you upgrade that is how you will find it then. By the way why are you still using old version?
