Can't find VS 2017 tools and don't want to download VS again

I first downloaded unity and after that, I downloaded visual studio.
I don’t have “VS 2017 tools” in here:
tools-> extensions and updates -> installed
and I can’t find it here:
tools-> extensions and updates -> online
pls, tell me how can I have VS 2017 tools without downloading VS again.
