Check your graphics drivers are up to date. Always a good thing to check.
I assume you have set up the preferences to use the graphics card?

In Blender preference “System” you can select (activate) a graphics card, and also the render GPU API type: CUDA, OptiX, HIP, openAPI.
Most cards support one or two. Try this out.
Notes:
- having an object of more than 10 million faces, is a bit overdone when these objects are on a small scale. High resolution is only needed on a high zoom-in level (details).
- If buildings are the same, use linked duplicates which saves memory.
- Objects with a lot of faces in combination with subdivision modifier, can lead to crashes.
