I definitely did something wrong, I do not understand why I can’t merge vertices.

So i viewed your video and what i see is that you have two edges on top of each other and your trying to merge the vertices, i recommend going into edge select mode with edge snapping turned on and auto merge turned on then slide one edge-loop into the other. Once the edges snap and merge then repeat your process to remove extra vertices, should do the trick let me know how it goes.

Another route would be to slide one of the edge-loops up off the other and just delete the edge-loop and vertices attached, should give same result

Are both meshes part of the same object?
If they are separate objects, Select both and pres Ctrl J, to join them.
Can’t tell from the video.
