C# 2D Top Down AI

Good Evening. I might be punching above my weight but for my first project I’m attempting to make a top down management game centered around loss prevention.

Of of the fundamental aspects is having an AI capable of wandering around a store, buying things and to have the occasional AI shop lift. Currently I’ve found no documentation relating to a top down 2D NPC and so I’d be very grateful if anyone could point me in the right direction.
