For anyone having trouble selecting new bones in weight paint mode in Blender 4.0, it has now changed to ctrl + shift and left click.

In 4.1 they will have a dedicated bone selection mode in weight painting,which the hotkey will be 3. The icon will be a 
bone in the header.
