Somewhere in another Blender course, I recall the instructor (I think it was Grant actually) repeatedly recommending that you should always apply transformations (in this case scale) done in Object Mode to prevent unexpected “gotchas” later on. In this video, Grant is not doing this. Is this because he knows that in this case, it doesn’t matter?

Yes, it is one of those ‘rules’ that has fuzziness. Applying rotation looses you ‘local’ axes for example.
I advise keeping to whatever Grant says in the lectures. There are points when a module is finalised where he does say apply. But later Alt D copies can’t be.
