If you are referring to the full character animation pack, Ben mentioned in section 3, lecture 90, at around 11:47 onwards that you can use this animation pack but not for commercial purposes.

A special discount has been provided for GameDev.tv students, you can find the discount code under the resources on Udemy, lecture 90, “Protecting Our Interfaces” which can be applied here.
