A little confused about the rounding section

Hello, I was wondering if I could maybe get a little help about how to round numbers. More so about why and how we round numbers and maybe go into a bit more detail. Like for example how to round a certain number and what are the steps that we need to take in order to achieve the final answer in the end. I’m new to mathematics/trying to relearn it so any help is greatly appreciated!

If the number you are rounding is followed by 5, 6, 7, 8, or 9, round the number up. Example: 38 rounded to the nearest ten is 40.
If the number you are rounding is followed by 0, 1, 2, 3, or 4, round the number down. Example: 33 rounded to the nearest ten is 30.

The same thing is applicable to round by thousand or hundred. Example: 450 round to the nearest hundred is 500
