Very frustrating ... nothing work for me

I’ve tried many times, one night and nothing work for me.
The snapping tool is on with snapping on vertex, but the vertex doesn’t snap anything.
I try with the suggestion of press V and doesn’t work.
Probably my queen’s head is different in construction from the other.
I surrender and i watch the video for solution.

Look on the bottom bar in the 3D view and locate the button that says “closest”. One button to the right of that is the snap onto itself button which is currently turned off when you took that screenshot.

i’ve tried and doesn’t work before. Was one of the first things i clicked.
After read you, i restart Blender and try again…work.

It’s normal?

Now i try to rebuild the queen’s head from the beginning.

Not sure if this is applicable to your case (since you said it worked after restart) but I had a similar initial experience until I realized that it was very important to actually put the mouse cursor directly over the desired vertex (target). My intuition was to move the desired object close to the correct ‘snap’ position and let go. That was incorrect. The location of the selected object that you want to move is largely irrelevant* really, what counts is where you place your cursor, in this case, directly on top of the vertex you want it to snap to and all is well!

*There may be some subtle differences depending on the overall direction from which the selected object is coming as to which part (face/edge/vertex) of the moved object matches the vertex. This is what the instructor referred to when he mentioned trying again if it came in incorrectly.
