SnagIT has been mentioned a few times by Ben especially. If you were thinking of purchasing it, it is currently on offer over at Humble Bundle. You can get it for $20 (around £16) and you also get the sister program Camtasia (video capture software) and 4 or 5 unrelated programs as well.
