I’m not sure about when the rig should be in Pose Position and when in Rest Position, but I’m pressing on, lamp in hand.

The main thing to consider when wanting to rig a model is to complete the model and armature separately. Change both purely in Edit Mode without joining them together and adjust them as you see fit to match up or anything like that.
Then you’ll want to rig/join them together.
From there, I suggest you enter Pose Mode to create an Initial/Neutral Pose in the Pose Library so you can safely return to your original orientation.
If your model and armature are rigged together, you don’t want to alter them in Edit Mode. If you’re going to make any changes, you should separate them after returning to the Neutral Pose, alter them as you wish, and then match everything together again before re-rigging.

Rest Position does not allow you to move/pose your armature. It’s like a Neutral Pose but stiff. You can always add a new Rest Position, too!
