i can not find “softness shadow” in light properties .I am using blender 2.83
By “Softness” you mean soft right?
Panel > Render > Shadows
i mean this softness

is your rendering mode set to cycles?
no it is Eevee
I think it’s gone and replaced by the lamp size!
A tiny spot lamp, show hard shadows. Increase the lamp size and the shadows become softer.

This is correct and i believe i added a patch in the eevee shadow settings in the bowling section.
If you review the lecture you will see that ESM and VSM are the old way to render shadows and they have updated it since then.
Give that lecture a review as well as FedPete’s advice here
