Freestyle Modeling

So I am trying to make create this donut scene (top image), and I am having an issue trying to get the icing ring to look natural. I do have proportional editing selected to random, but it seem to only edit the seleted vertex with everything else showing minimal if no change. How do I correctly edit the icing ring like in the original (bottom image)?

You have to scroll the mouse wheel to make the circle bigger to effect the others if that doesn’t work choose another type of proportional editing
