Anti cheat code

I have a question about the anti cheating section in the Unreal multiplayer course. If the hacker is able to change gameplay code, can’t they just change the anti hacking code too? They could just change the values in the boolean statements. The system would probably catch them the first few times until they figure it out, but I was thinking that they wouldn’t be able to continue trying if there was a server where when the game detects cheating for the first time it sends the cheater’s pc id number to a list and the cheater can no longer play the game on his/her computer ever again. I don’t know if Unreal can retrieve a player’s pc id number. I do know that Unreal can retrieve Steam id, but hackers can just make another account.

The hacker does not have access to the executable running on the server. This means all cheat detection code is safe from tampering.
